The institutionalization of Zambales' Public Employment Services Offices is the aim of Governor Hermogenes Ebdane Jr. The projects provided by DOLE had helped their people to enrich their lives. Ebdane believes that self-reliant will be the key to their success, that is why he always thinks of other means to maximize the productivity of the province. About 2 million-peso budget was allotted for the construction of multi-purpose hall in Iba. This building will be the home for vocational courses in the province. The amount of P500,000 is also granted for technical & vocational instructors. Community-based trainings will be provided to the residence of Zambales to assist them in their livelihood needs.

Ebdane's plans for Zambales are enjoined by Ramon Lacbain, PESO manager, Efren Reyes, DOLE Zambales chief , Nelly Punzalan, DOLE-3 technical support and services officer, Elizabeth Manio, Technical Education and Skills - Zambales director, Adelaida Docales, PESO treasurer and Jun Rundstedt Ebdane, former Provincial Administrator.
