Phase 1 of North Luzon Railway Will Be Ready in 2012

Zoilo Andin, president and chief operating officer of Northrail said that let us expect the operation of the initial phase of the North Luzon Railways Corp. or Northrail system by 2012. This is one of the modern-day railways that will run to and from Caloocan City to Clark Economic Zone in Pampanga. Northrail is recognized as a government unit that is responsible to create build, supervise and operate the railway project.

There are four phases of a Northtrail:

  • Phase 1 is from Caloocan to Clark that is divided into two sections: 
  • Section 1 - Caloocan to Malolos
  • Section 2 -  Malolos to Clark
  • Phase 2 is a branch line to Subic, Zambales
  • Phase 3 is from Caloocan to Fort Bonifacio
  • Phase 4 is the extension line to San Fernando, La Union.
  • Last Friday afternoon Andin said during a press conference at the Northrail's Coupler Conference Room in St. Agatha Subdivision in this municipality, they have already the thrust in their mission to build a modern-day railway system from Caloocan to Clark in Pampanga.

The train will be operating on an 82-kilometer track from Caloocan to Clark after about 2 years.  Difficulties that will halt the project really arise. The construction of Section 1 started in 2007 and they have surpassed the difficulties when they finished in 2009. The accomplishment rate last year is only 17 percent. The accomplishment rate in the next months will be increased significantly because Northrail had already conquered a higher functional synergy among its contractors, engineers, procedural and support personnel that became effective in the appliance of engineering and construction advancement.

The train test run in Caloocan part of the project is anticipated to be ready in June before President Arroyo steps down from her office. All civil works should be ended in the middle of 2011. Construction design and drawings have been finished and executed. The project was funded through a loan by the Chinese government on Dec. 30, 2003, with the condition that China Machinery and Equiptment Group (CNMeg) will be the contractor.
