The town of San Rafael in the province of Bulacan is believed "rustic and sleepy" because this town's old municipal hall is not capable of being reached by way of the Maharlika and the Mac Arthur highways.

To alter the location, a 3-heactare lot in barangay Sampaloc along the Maharlika Highway was acquired and new municipal hall was built. An initial Php20 million from the Office of the President, the counterpart money from fund of this town and the countryside development fund of Bulacan 3rd District Representative were accumulated to finance the construction of the new municipal hall.

The new three-storey town hall has produced dignity to government workers of San Rafael. Besides, a dragon fruit plantation at the back of the town hall will produce a high-value exotic plant this town is propagating under the one-town-one-product (OTOP) scheme of local governments.[via manilastandardtoday.com]
